The mandate
What this committee is here to do.
- Provide policy and strategic direction to CHE.
- Oversee the implementation and operation of CHE policy and functions.
- Approve appointments of Directors and make recommendations to Council on the Chief Executive.
- Ensure succession planning for senior management of the Council Secretariat.
- Establish procedures for the appointment, discipline and termination of staff.
- Approve interim operational plans and interim budgets.
- Monitor management in implementing plans and strategies approved by Council.
- Identify and monitor key performance indicators for CHE.
- Advise the Minister on quality promotion, quality assurance and other aspects of the higher education system.
- Review internal controls and accept responsibility for the total process of risk management.
- Consider programme accreditation recommendations made by HEQAC for a final decision, subject to matters reserved for Council.
- Consider the outcomes of institutional audits carried out by HEQAC for a final decision, subject to matters reserved for Council.
- Assess the performance of the Chief Executive on a regular basis.
- Approve capital expenditure in excess of one million Maloti but less than two million Maloti.
- Present progress updates to Council and refer matters reserved for final decision or approval by the full Council.
